영문 초록

This study investigates policy insights for Korean local public enterprises based on a series of comparative case studies on the compensation system for 4 year college graduates of U. S. local and national public enterprises and a private company. To achieve its research purpose, this study compares recruitment procedure management, first wage determinants, wage increase structure, and the influence of labor union, if any, among sample companies. As a result of analysis, this study observes significant differences between local and national public enterprises in terms of the balance between the regulatory supervision of federal government and local autonomy, and the strength of self-identification as a public agency or a private firm. Regardless of the disadvantages in the level of monetary compensation, American local public enterprises manage to attract talents with the help of non-monetary rewards.
