미투 운동(#Me Too)과 우리의 대응에 관한 고찰

국문 초록

본 연구는 사회복지계의 구성원으로서 최근 우리사회에서 확산되고 있는 미투 캠페인(The #MeToo Campaign)에 대한 전개와 정부·민간의 대응에 관하여 살펴보고, 자성적 성찰 속에 사회복지계의 실천 방안은 무엇인지 살펴보고자 한다. 연구 결과는 다음과 같다. 첫째, 우리나라의 미투 운동의 전개 과정의 유사점은 ‘지위를 이용한 권력형 성범죄’이며, 그 과정에서도 친족간, 온라인, 이주여성 등 사각지대가 존재한다는 점이다. 둘째, 미투 운동에 대해 지지와 격려, 동참의 움직임과 함께 미투 운동에 대한 부정적 시각을 가진 움직임도 확산되고 있다. 셋째, 미투 운동은 자성적 반성, 가해자들의 행위는 범죄라는 인식, 본질을 해치는 무고와 허위신고도 범죄행위임을 알려주었다. 마지막으로 미투 운동에 대한 사회복지계의 내부적 자성적 반성과 외부적 실천노력 등의 실천 방안을 모색하였다. 따라서 미투 운동을 단순한 여성단체의 움직임이라는 인식을 버리고 우리 사회에 만연했던 성폭력피해에 관심을 갖고 성평등 의식 속에 인권존중이라는 이념을 지켜나갈 수 있도록 사회복지계의 지속적인 노력이 요구된다.

영문 초록

In this study, the investigator as a member of the social welfare profession set out to examine the development of the #MeToo Campaign, which has been recently spreading across the society, and the government s and citizens reactions to it and explore practice plans for the social welfare field in the middle of its self-reflective introspection. The findings were as follows: first, the common element in the development process of the #MeToo Movement in the nation was power-related sexual crimes to use one s position. There were blind spots such as sexual crimes committed by relatives, online, and to migrant women in the process. Second, the negative view of the #MeToo Movement was spreading along with people s support, encouragement, and participation for the movement. Third, it was informed that the #MeToo Movement was a self-reflective introspection, that the acts of the offenders were crimes, and that false accusations and reports damaging the movement s essence were also acts of crime. Finally, the study searched for practice plans including the social welfare field s self-reflective internal introspection and external practice efforts for the movement. These findings raise a need for the social welfare field to make constant efforts so that people will discard the misconception that the #MeToo Movement is a mere movement by women s organizations, take interest in victimization by sexual violence that is prevalent across the society, keep the idea of respect for human rights in the awareness of gender equality.
