신정부 국정과제 및 지질자원 분야 R&D 정책 방향 분석

국문 초록

신정부 출범과 함께 박근혜 정부 140대 국정과제가 발표되었으며 미래창조과학부, 산업통상자원부, 해양수산부, 국 토교통부, 환경부 등의 정부부처 또한 업무계획을 발표하였다. 정부 정책의 변화를 분석하고 그에 따른 연구개발을 추 진하는 것은 공공 연구개발 기관의 주요 임무일 것이다. 이에 본고에서는 신정부의 R&D 정책 변화와 지질자원 관련 정부부처 R&D 정책 방향 및 전략 계획을 분석하였다. 분석 결과 일자리 중심의 창조경제와 안정·통합의 사회 구 축을 위해 창조경제 생태계 조성, 창의와 혁신을 통한 과학기술 발전, 융합확산을 통한 성장동력 창출 및 안정적 에 너지 시스템 구축, 환경창조산업 육성, 국민이 행복한 국토 창조를 실현하고자 하는 것을 확인할 수 있었다. 지질자원 분야에서도 원천기술/융복합기술을 중심의 새로운 가치를 창출하고, 미래 환경변화 트렌드와 고객 니즈에 부합하는 창 의적 과제 발굴이 요구된다.

영문 초록

With the advent of a new Korean government, a new national agenda (140 items) was reported. Additionally, Work Plans of the executive bodies were also released, including the Ministry of Science, ICT and Future Planning (MSIP); the Ministry of Trade, Industry and Energy (MOTIE); the Ministry of Oceans and Fisheries (MOF); and the Ministry of Environment (MOE); the Ministry of Land, Infrastructure, and Transport (MOLIT). For governmentsupported research institutes, it will be important to watch and analyze the changes in the government’s primary policies and strategic goals. In this paper, we analyzed new governmental research and development (R&D) policy with respect to geoscience and mineral resources technology. The results indicated that the executive bodies emphasized, for the job creating ‘creative economy’ and the ‘safety and integration society’, the establishment of the creative economy; science and technology development based on creativity and innovation; creation of new growth engines by fusion and diffusion; construction of stable energy systems; promotion of environmental industry; and creating satisfactory land services. In the area of geoscience and mineral resources technology, it is time to search for a new, creative, and interagency fusion R&D contents to meet the needs of the public and boost its national competitiveness.
