국문 초록

이 연구는 개발도상국의 지속가능한 개발이 중요 주제로 부상하는 가운데 신재생에너 지분야 공적개발원조(ODA)가 독일, 일본, 스페인 등 극소수의 공여국에 지배적으로 집중되는 현상을 보고하고 그 이유를 밝히고자 한다. 이 현상이 가장 명확히 관측되는 태양광과 풍력 분야를 선택적으로 분석하여 ODA 국제동향을 파악하고, 이에 영향을 미치는 요인으로서 국제 원조규범과 해당 공여국의 이해관계, 특히 공여국의 신재 생에너지 산업 현황과 보급정책을 분석하여 제안한다. 이를 통해 신재생에너지 ODA 에서 원조의 현실주의적 접근에 기반한 공여국 중심주의가 현실적으로 존재함을 지적 하고, 나아가 확대 추세인 한국의 신재생에너지 ODA 발전 방향에 대한 시사점을 제공한다.

영문 초록

As the response to Climate Change has become one of major concerns among donors, sustainable development has been paid growing attention in the field of development cooperation. Through 2000s, sustainable development became an international norm, as seen from MDGs, which mainly reflected doners’ concern and interests but widely affected ODA activities. This research reports the phenomena that only three countries, Germany, Japan and Spain, have almost dominated ODA in solar photovoltaic and wind power energy sectors. The authors set a strong assumption that these have been influenced by their domestic factors such as renewable energy industry and related government policies, as well as international factors of the sustainable development norm. We explored the relationship between the trends of renewable energy ODA and the foreign aid regime first, then analyzed the donors interest to reveal there may exist a tendency of doner-centered and realist approaches in such emerging aid sectors. The findings indicate that an increase of renewable energy ODA is associated with aid donors renewable energy industry and policies. This research may contribute by providing some implications for Korea s renewable energy ODA.
