국문 초록

본 연구는 현재 고령자 취업에서 나타나는 문제점을 분석하고 고령자 고용촉진을 위한 개선방향을 모색해 보고자 하였다. 이를 위해, 고령자를 대상으로 취업알선을 제공하고 있는 11명의 포천시 소재 일자리센터 상담사들에게 반구조화된 질문지를 활용한 면담을 실시하였다. 면담 자료는 고령자 취업 과정에서 나타나는 취업실태 및 문제점을 서비스 환경, 사회적 환경, 법적 제도적 측면으로 나누어 질적 분석을 하였다. 연구결과로서, 고령자 취업 활성화를 위하여 첫째, 고용지원프로그램의 통합화·체계화 필요, 둘째, 고령자 적합 직종 개발 및 다양한 형태의 융통적인 일자리 개발, 셋째, 고령자 인력뱅크 및 평생직업교육훈련체제의 제도적 마련, 넷째, 고령 노동력에 탄력적으로 대응할 수 있는 장·단기 정책 접근, 다섯째, 취업 서비스 기관의 서비스 질 향상 및 담당자의 노인문제 전문지식 학습의 필요성과 전문 담당자 확충을 제안하였다.

영문 초록

This study was performed to analyze the problems that appear in the current elderly people seeking employment and the improvement direction for the elderly to promote employment. To this end, interviews were conducted utilizing a semi-structured questionnaire to 11 Pocheon job center counselors materials that provide job placement targeting the elderly. The interview data were divided into qualitative analysis of the employment situation and problems appearing in the process of elderly employment in the service environment, social environment, legal and institutional aspects. As a result, the following is proposed to enable the elderly to work. First, the need for systematic integration Employment Assistance Program, second, the development of jobs suitable for the elderly and the need for various forms of flexible employment development, third, banks and institutional provision of elderly workers for lifelong vocational education and training system, fourth, long and short term policies that can flexibly respond to the aging workforce, fifth, improvement the quality of services employment services agency, the need of the counselors’ professional knowledge about elderly issues, and the expansion of professional staff.
