차량의 터널 통행 공공안전 정책에 관한 고찰 - 가스차량 통행을 중심으로 -

국문 초록

국내에 터널이 많아지고 있으며 터널 내에 가스차량의 통행도 증가하고 있다. 터널 내의 공공안전을 도모할 필요가 있다. 그러므로 본 논문에서는 가스차량의 터널 내 통행안전 제고를 위한 올바른 공공안전 정책 방향설정에 대해 고찰해 보고자 한다. 사실 터널사고의 대부분은 사소한 사건으로부터 비롯된다. 차량 단독의 유고(incident)나 차량들 간의 충돌내지는 추돌의 교통사고로부터 터널화재는 시작된다. 터널 내에서 화재사고가 시작되면, 화재에 따른 연기와 정전 때문에 출입구를 찾지 못해 인명사고가 발생하기 쉽다. 더구나 폭발성이 강한 가스차량이 터널 내에서 화재가 나고 폭발한다면, 그 사고 피해는 액체연료 차량 사고보다 훨씬 더 심각한 수준이 될 개연성이 높다. 우리나라는 시내버스가 압축천연가스(CNG) 버스로 대부분 바뀌고 있고, 거의 모든 택시가 액화석유가스(LPG) 차량으로 구성되어 있다. 우리나라 상황에서 압축천연가스(CNG) 버스 폭발사고가 터널 안에서 발생할 위험성이 상존하고 있다. 그러므로 가스차량 우대정책으로 인해, 터널 안에서 압축천연가스(CNG) 버스가 폭발하고 화재가 발생하여, 수십 명의 사상자가 야기되는 대형 참사는 미연에 방지해야 한다. 선진국에서는 이미 터널 내에 CNG나 LPG 같은 가스차량의 통행을 규제하고 있다. LPG 등의 가스차량들이 터널의 밀폐된 상황과 결합되면 화재와 폭발의 위험성은 더욱 더 커질 수밖에 없기 때문이다. 그래서 외국에서는 시민의 안전을 위하여, 가스차량에 대해 통행은 물론이고 주차까지도 규제하는 각종 법적 장치를 마련해 놓고 있다. 우리나라는 에너지 분야, 자동차산업, 정유 산업, 환경 분야 그리고 교통 분야가 유기적인 정책으로 연계되지 않고 따로따로 겉돌고 있다. 그리고 더 심각하게 바라보아야 할 관점은 공공과 시민안전 분야가 외면당하고 있다는 사실이다. 전국적으로 보면, 버스는 아직도 대중교통 수송분담률 1위의 교통수단이다. 버스는 환경문제만 고려할 사항이 아니고 교통안전 등과 같은 문제에 관한 종합적 재검토가 필요하다. 최근 우리나라 가스차량의 보급 확대로 인한 통행량 증가를 감안한다면, 위험노출 빈도가 점점 많아지고 있다. 이에 인명과 재산피해를 최소화할 수 있도록 주요 터널 내에는 가스차량 통행을 규제하는 조치가 시급하다. 특히, CNG 버스의 노선을 가급적 터널을 회피하도록 하는 정책이 필요하다. 또한, 방재시설을 대폭 확충해 대형 화재사고를 미연에 방지할 필요가 있다. 화재가 발생하면 연기를 피해 신속히 대피해야 하지만 과거 건설된 터널 중에는 대피통로가 미흡한 경우가 많다. 격벽분리형 대피통로나 슬림형 JET Fan 등의 시설을 추가로 설치하여 안전성을 높이는 방안도 고려해야 한다. 또한, 터널연장기준 방재등급에 관해서, 도심지 터널은 고속도로 터널에 비해 상대적으로 길이는 짧지만 주변에 고층빌딩이나 아파트와 같은 공동주택 시설이 밀집해 있기 때문에, 사고 시 위험이 매우 큰 만큼, 위험도지수를 상향조정해 방재등급을 높이는 방안을 마련해야 한다. 그리고 운전자의 터널 내 안전운전에 대한 교육을 강화하는 것이 중요하다. 터널사고의 대부분은 안전거리 미확보, 과속 등 운전자 부주의에서 비롯되고 있으므로, 사고 시에 운전자 스스로 안전을 지키려는 노력을 훈련시켜야 한다. 터널 내 대형 사고를 방지하고 피해를 최소화하기 위해, 터널 내에서 유사시 대피하는 요령을 국민들이 숙지할 수 있도록 정부는 홍보 프로그램을 준비해야 한다. 터널 내 공공안전을 위한 종합적인 정책 수립이 필요하다.

영문 초록

The number of tunnel is being increased. And there are many gas vehicles in tunnel. It is necessary to promote the public safety in the tunnel. Therefore, in this paper, public safety policy directions will be considered for improving traffic safety about gas vehicle s operation in tunnel. Most of tunnel accidents originate from minor incidents. Tunnel fire from the crash of a collision accident between vehicles or vehicle alone begins. When the fire starts in the tunnel, unable to find the exit because of the smoke and power outages due to fire, accidents with serious damage and casualties are likely to occur. If this is a strong explosive gas vehicle fire in a tunnel, accident damage is probable to be a much more serious level higher than normal vehicles case. The new policy about the public safety in tunnel is necessary to establish for the prevention of accident. In Korea, almost city buses are changing now to the compressed natural gas(CNG) bus and all taxis are equipped with the liquefied petroleum gas(LPG) engine. Especially bus s explosion and fire in the tunnel should be prevented. In developed countries, each government already regulate the passage of gas vehicles such as CNG or LPG in the tunnel. Gas vehicles are very dangerous if the situation coupled with the risk of fire and explosion in the tunnel, such as CNG or LPG. Therefore, for citizen s safety, the passage for gas vehicles can arrange various legal instruments in the underground place, restrictions even as well as parking in developed countries. In view of the increased traffic caused by the expansion of gas vehicles, the risk exposure is becoming more and more frequent in Korea. In the main tunnel to minimize the damage of property and human life, governmental action is urgently needed to regulate the gas vehicle traffic. When planning the routes of CNG buses, The policy to avoid tunnels as much as possible is necessary. In addition, emergency safety facilities in tunnel are highly requested for the fire s rescue. Policies related to tunnel traffic management improvements are needed. In addition, the disaster prevention level based on ratings tunnel extension, it must be improved. Since the high-rise building and apartments are clustered around downtown tunnel, it is relatively short length compared to the tunnels of the highway which is outside the city but it has high risk of accident. Therefore, the risk index of downtown tunnel should be raised regardless of tunnel length. And it is important to enhance education on safe driving in tunnels. Since most of tunnel accidents is derived from a safe distance which is not enough, such as speeding driver s carelessness, in order to defend themselves safe in case of an accident, the driver must be trained to the effort. To prevent serious accident and to minimize damage in tunnel s accident, the efficient method to evacuate people in need within the tunnel so that they can familiarize will be developed and the government must prepare to promote the program about safety education. A comprehensive policy for the tunnel within the public safety needs.
