정보환경 변화에 따른 국가정보기관의 역할정립 방안

국문 초록

본 연구는 현재와 같은 국가정보기관의 기본 틀이 갖춰지기 시작한 냉전시대 이후 전 세계적 정보환경 변화와 이에 따른 미국 등 선진국의 정보기관 개편 추세를 살펴보고 이를 한국 정보기관의 현주소 진단 결과와 비교분석해 국가정보기관의 바람직한 역할정립을 위한 정책적 시사점을 도출하고자 하였다. 현재와 같은 각국 정보기관의 기본 틀이 갖춰진 것은 2차 대전 종료 후 동서간 냉전체제가 구축되면서부터였다고 할 수 있다. 당시에는 미ㆍ소 양국 간에 비록 직접적인 군사적 충돌은 없었지만 선전과 침투, 그리고 간접적인 경제ㆍ군사적압력에 의한 극심한 적대관계가 지속되었기 때문에 첩보전과 정보활동은 더 치열한 양상을 보였으며, 미국과 소련을 비롯한 각국은 광범위한 정보활동을 수행하기 위해 체계적인 정보기관 양성에 주력하였다. 냉전 종식 이후 안보환경은 경제ㆍ자원ㆍ환경ㆍ생태ㆍ인간 및 사이버에 이르기까지 다양화 되었으나, 냉전시대에 중점을 두었던 군사적 정보수집 활동의 수요가 감소되면서 정보기관들이 사실상 구조조정을 당하는 등 정보역량 약화에 직면하였다. 그러나 9ㆍ11 테러사건을 계기로 각국은 분화되어 있던 정보기관들을 통합시켜 포괄적이고 종합적인 정보공동체 운영 체제를 구축하는 한편, 정보역량 확충을 위해 조직ㆍ예산을 증대시키고 정보활동에 대한 규제를 과감히 완화하는 추세이다. 이와 같은 냉전시대 이후 전 세계적 정보환경 변화와 특히 9ㆍ11 테러를 계기로 각국 정보기관의 개편 추세를 분석한 결과를 토대로 한국 정보기관의 바람직한 역할 정립방안을 제시해 보면 아래와 같다. 첫째, 탈냉전 도래와 그에 따른 세계화의 확산이 우리나라에게는 이중적 안보 위협으로 다가온다는 점이다. 이는 북한으로부터의 전쟁 위협과 대남적화 전략이 종식되지 않는 한 전통적인 안보 개념에 입각해 본연의 대북 정보활동에 한치의 소홀함이 있어서는 안 된다는 것을 의미한다. 둘째, 9ㆍ11 테러 이후 미국 등 선진국들이 신 안보 위협에 대처하기 위해 정보역량 확충에 매진하고 있는 만큼, 우리나라 정보기관도 보다 더 유기적이고 효율적인 정보협력 체제를 구축하고, 테러방지법ㆍ사이버테러방지법을 제정하는 등 법과 제도를 시대 상황에 맞도록 보완할 필요가 있다. 셋째, 우리나라의 경우 전통적인 안보위협은 그대로인 가운데 신 안보 위협에 도 대처해야 하는 이중적 부담을 안고 있으므로, 국가정보기관은 물론 부문정보기관에 대한 투자를 늘려나가고 국가기밀보호법 제정ㆍ통신비밀보호법 개정 등을 통해 정보 활동상 제약요인을 해소하는데도 관심을 기울여야 할 것이다. 넷째, 정보기관에 대한 국민들의 신뢰구축을 위해 내부감찰 강화 등 민주적 통제장치를 마련하고 정보요원 대상 정보윤리 확립을 위한 교육을 강화하는 한 편, 각계각층과의 비공개 네트워크를 구축하여 '정보 친화적 미디어' 역할을 부여하는 등 전략적 소통 노력이 요망된다. 결론적으로 볼 때 정보기관의 개편 방향을 모색하는데 있어 더 이상 보수ㆍ진보 진영 논리에 함몰되지 말고 남북이 대치하고 있는 우리나라의 특수한 안보상황과 신 안보 위협이 증가하고 있는 전 세계적 정보환경을 고려해 21세기에 걸 맞는 선진정보기관을 만들어 나가야 할 것이다.

영문 초록

The purpose of this study is to analyze trends of intelligence agency reform in developed countries such as the USA in tune with the worldwide changing of intelligence environment since the age of cold war. It also diagnoses the current condition of the Korean intelligence agency so as to suggest the future desirable role of it. Each nation has established its own basic framework for intelligence agency today since the cold war system was built between the East and West after World War Ⅱ. Even though there was no direct military conflict between the USA and the Soviet Union at the time, information warfare and intelligence activities assumed a fierce aspect due to the fact that vicious hostile relations have continued resulted from propaganda, infiltration, and indirect economic and military pressure. Furthermore, each country including the USA and the Soviet Union strived to build systematic intelligence agency in order to carry out intelligence activities. While security environment became more diverse in terms of economy, resources, environment, ecology, human and cyberspace after the end of cold war, intelligences agencies faced with intelligence capacity weakening after they were restructured as demands of military intelligence collection which was the high priority in the age of cold war were reduced. However, 9/11 attacks led every country to integrate dispersive intelligence agencies in order to establish a comprehensive and overall operation system. Moreover, countries tend to not only increase budget and enlarge organization for expansion of intelligence capacity but also ease the regulations on intelligence activities. With the analysis results on changing of worldwide intelligence environment after the Cold War and especially reorganization of intelligence agencies after 9/11 attacks, this study suggests plans to establish desirable role of Korean intelligence agency as follows. First, it is important to realize that the end of cold war and the spread of globalization can be double threats of national security to the Republic of Korea. It must not to be lightly valued to conduct proper intelligence activities against North Korea based on the traditional notion of national security as long as North Korea continues war threats and strategy to communize Korea Peninsula by force. Second, as developed countries such as the USA put every effort into intelligence capacity expansion to deal with new security treats after 9/11 attacks, Korean intelligence agency is also recommended to build more effective intelligence cooperation system and to supplement law and system in tune with the times by enacting Anti-Terrorism Law, Anti-Cyber Terrorism Law, etc. Third, the Republic of Korea shoulders the double burden of dealing with traditional and new security threats. In this connection, it is suggested to increase investment in sectional intelligence agency as well as national intelligence agency. Moreover, it is also important to pay attention to lifting restrictions on intelligence activities by enacting the National Secret Protection Law, revising Protection of Communications Secrets Act, etc. Fourth, it is crucial to strengthen training program targeted to intelligence personnel which covers intelligence ethics and to provide democratic controlling system in order to enhance public trust in intelligence agency by reinforcing internal inspection. Additionally, strategic effort for communication is required such as granting a role of 'intelligence- friendly media' through closed network construction with people from all walks of life. In conclusion, seeking for direction of intelligence agency reform should accompany consideration of unique situation that the Republic of Korea faces and of worldwide intelligence environment in which new security treats increase. The status and the role of advanced intelligence agency suitable to the 21st century are needed to be set up leaving conservatism and progressivism
