우리나라의 소방정책에서 거버넌스의 적용 가능성

국문 초록

본고는 우리나라의 소방정책에서 거버넌스의 적용 가능한 범위를 살펴봤다. 화재진압정책은 국가중심 거버넌스를 견고하게 적용하고 있으나 소방력수급에 비탄력적인 점을 지적하였다. 화재예방정책은 국가중심 거버넌스를법의 보호아래 잘 적용되고 있으나 시장중심 거버넌스의 잠재성이 가장 큰 부문으로 지적하였다. 향후 소방검사는 민영화를 통하여 부족한 소방인력을 전문성을 가진 인력으로 확보함으로써 거래비용을 줄일 수 있다는 점을 지적하였다. 소방검사와 다중이용업소에 대한 소방정책은 정책수행의 효율성과 능률성을 고양시키기 위하여 시장중심 거버넌스가 적용될 잠재성이 가장 큰 부문으로 지적하였다. 구조 및 구급정책은 거버넌스 적용을 통한 준정부조직(QUAGO)과 준비정부조직(QUANGO)이 소방정책의 효율성을 높일 수 있는 부문으로 지적하였다. 구급정책에서 응급환자 이송을 위한 119서비스는 무임승차(free ride)의 성격이 강하기 때문에 의료시장에 비순수공공재를 순수공공재로 취급해서는 발생하는 자원의 비효율적 배분 문제를 지적하였다.

영문 초록

This paper surveys not only general theory of governance developed since 1990 to make a theoretical foundation of this study, but also reviews major fire service policy in Korea. Fire services policy focuses on the extinguishing fire policy, the fire prevention policy, and the rescue and emergency policy in Korea. In view of governance, this paper analyzes national centered-governance, market centeredgovernance, and NGO centered-governance in Korea. In order to find out applicable governance for fire policies, this paper tried to match three governance and each fire policy such as the extinguishing fire policy, the fire prevention policy, the rescue and emergency policy. As a result, this report shows that the fire extinguishing policy adopts well national centered-governance, but national centered-governance seems too solid to adopt the fire man-power plan. Therefore the fire extinguishing policy shows unelasticity aspect to deal with supply and demand of the fire man-power. The fire prevention policy has a great potential to realize market centered-governance to push with fire inspection. This report suggests new institutions such as QUAGO and QUANGO in order to raise efficiency and expertise of the fire policy. This paper points out the rescue and emergency policy remains free-rider problem. In order to solve this problem, 119 emergency has not to play the role of free-rider because the fire service is not pure public goods but quasi-public goods.
