국문 초록

형사사법 시스템 속에서 가장 가시적인 존재가 바로 '경찰'이다. 경찰은 노인, 장애인, 아동 등 사회적 약자를 도와주고, 범죄를 저지른 범인을 체포ㆍ수사하는 등 다양한 기능을 수행하는 매우 중요한 사회안전 지킴이이다. 무엇보다 '국가'와 '국민'은 경찰의 존립근거이자 존재목적으로서, 국가와 국민이 경찰에 바라고 요구하는 역할을 충실히 수행하기 위해서는 단순히 범죄예방을 넘어 국민의 불안과 위해요인까지 사전에 배제하는 경찰로 거듭남으로써 국민의 신뢰를 확보하여야 할 것이다. 또한, 증가하는 치안수요와 환경변화에 따른 경찰의 능동적인 대응이 필수적이다. 즉 국민의 생명과 신체 및 재산의 보호, 범죄의 예방과 진압 및 수사, 사회공공의 안녕과 질서유지를 위한 경찰의 각종 활동과 함께 최근 사회적 이슈로 떠오른 무동기범죄와 성폭력, 학교폭력에 적실성있게 대처해야 한다. 아울러, 사회적 약자가 안전하게 살 수 있는 사회를 만들고자 경찰뿐만 아니라 여성가족부, 보건복지부 등 관계부처, 관련 시민단체와 학계 등이 함께 참여하는 범정부적인 안전 네트워크가 필요하다. 향후 한국사회안전을 위협할 수 있는 각종 테러리즘 발생의 위험성, 위험사회 도래에 따른 자연재난과 인적재난, 사회적 재난 발생에 따른 대응, 그리고 다문화사회에 따른 문제점 등 급변하는 치안환경 변화에 따른 대응방안이 수립되어야 한다. 경찰은 시민의 가장 가까운 곳에서 범죄예방과 진압, 치안서비스를 제공하는 형사사법기관으로서, 각종 범죄뿐만 아니라 테러리즘, 각종 재난발생 등 위기상황에서도 제일 먼저 현장에 도착한다. 이들의 역량강화가 무엇보다 중요하다. 아울러 단순히 범죄에 대응하기 보다는 범죄사건이 언제, 어디서, 어떻게, 왜 발생하는지를 이해하고, 문제해결을 위한 적극적인 행동이 중요하다.

영문 초록

Crime and delinquency in Korea are exceedingly widespread and pervasive. It will be clear that this condition is not the result of chance. Concern about crime in Korea has risen sharply. Not only has the crime rate increased continuously, but the nature of criminal acts committed has also changed. On the whole, crimes have become more vicious, impersonal, "senseless", and hence more alarming. So, crime have become one of the most serious problem in Korea. The most visible element in the criminal justice system is the police. Police have a number of very significant duties ranging from providing civic assistance to anyone who needs it - sick and old people, children - to detecting crime, apprehending criminals, appearing in courts as prosecution witnesses, and other crime-related activities. The police are the part of the criminal justice system in direct daily contact both with crime and the public. In modern democratic societies the police bear the primary responsibility for ensuring public safety because law enforcement is viewed as the primary solution to crime. The functions of policing are complicated. The range of police functions remains so broad and interwined as to make separation of theses functions impossible. Police functions are connected not only with the functions of other criminal justice components like courts and corrections but also with diverse governmental and social service agencies. The police are not separate from the people. and they draw their authority from the will and consent of the people. The police are the instrument of the people to achieve and maintain order: their efforts are founded on principles of public service and ultimate responsibility to the public. Policing has been undergoing rapid change. In the first decade of the twenty-first century, police agencies have been given an additional mission-the prevention of terrorism. To carry out this mission, police officers are being trained to be the first responders to terrorist scenes, to gather intelligence on terrorists, and to work closely with the federal government to make cities secure not only from crime but also from terrorists' act. In the twenty-first century, multiculturalism is quickly becoming an issue of primary importance. Police officers should perform the activities in order to improve their relationship with multicultural communities. It is very important for police officers who are engaged in problem solving to understand how, when, where, why criminal events occur, rather than merely responding them.
