탈북청소년에 대한 신변보호경찰관의 효율적인 지원방안

국문 초록

국내에 정착한 탈북청소년은 북한체제 및 탈북과정에서 겪은 육체적ㆍ정신적 피폐에 따른 스트레스로 우리사회에 쉽게 동화되지 못하고 ‘주변인’으로 머물며 우울함과 불안감 정도가 남한 청소년들보다 심하여 외부자극에 대한 과잉반응을 보일뿐만 아니라 사회적 적개심으로 표출되어 일탈행위로 이어지고 있다. 김정일 이후 북한체제의 변화가 예상되고 통일시대가 구호가 아닌 현실 가능성으로 다가오고 있는 가운데, 통일세대라 할 수 있는 탈북청소년들의 보호문제는 통일 이후 함께 해야 할 수백만 명의 북한청소년들을 이끌어 가기 위한 과제이자, 진정한 남북사회통합의 성패를 가름하는 바로미터가 될 수 있다. 신변보호경찰관은 탈북자의 사회정착 성공여부를 결정하는 데 직접적인 영향을 미칠 뿐 만 아니라 남북통일의 자산인 탈북청소년이 건전한 통일 세대로 성장할 수 있도록 보호지원 하는데 중요한 역할을 수행하고 있다. 이 논문은 탈북청소년들의 신변보호 지원체계 및 문제점 분석을 통해 신변보호경찰관의 맞춤형 배치와 의식재고, 업무의 명확화 및 역량강화 방안을 비롯하여 범죄 예방대책 등을 제언하였다. 이러한 신변보호 개선방안들은 관계당국의 적극적인 실현 의지와 정부의 제도적인 뒷받침은 물론 국민들이 다 함께할 때 가능하다. 그러할 때만이 탈북청소년들이 건전한 국민으로 성장하여 향후 통일 과정에서 야기될 수 있는 정치적ㆍ사회적ㆍ문화적 갈등 해소와 사회적 혼란을 예방할 수 있는 인적 자원인 치안활동의 매개자로 성장할 수 있을 것이다.

영문 초록

Recently, there have been an influx of North Korean refugees entering into South Korea, leading to changes in the population among the North Korean refugees. There were more male refugees than female in the past between the ages of the 20’s and 30’s, but the ratio of females, adolescences, and elders have increased in recent years. North Korean refugees who have entered into South Korea have suffered severely from post-traumatic stress disorder caused by the physical and psychological shock that occurred during the escape from North Korea, and making it difficult for them to settle in South Korea society. In addition they suffer from depression and anxiety due to social discrimination and ignorance during the period of adaptation. One of the reasons of social deviation among young North Korean refugees after settlement is a failure of understanding domestic circumstances. Solving a settlement problem of those young North Korean refugees in South Korea is not simply a solution of the current problem but is also a way to prevent future problems by integrating numerous young North Koreans after the unification of Korea. This is a one indicator for the success of social unification between North and South Korea. Security police has a direct effect in the success of resettlement and has an important role to protect and to assist in the resettlement of young North Korean refugees. This study analyzes the current status of adaptation among young North Korean Refugees in South Korea and the protection problem from security police. Furthermore, this article suggests improved protective roles and services of the police and the systemization of bodyguard services and protection from the arrival of young North Korean refugees. This study begins with an introduction in the first chapter, followed by a theoretical background in the second chapter, current status and problems among young North Korean refugees in the third chapter, an improvement of protection for young North Korean refugees in the fourth chapter, and a conclusion in the final chapter.
