선진한국을 위한 대학교육개혁의 방향과 과제

국문 초록

본 연구는 우리나라의 대학교육의 실태와 문제를 바탕으로 개혁을 위한 방향과 제도 및 정책과제를 제시하는데 목적이 있다. 이를 위해 우리나라의 대학교육은 20세기 산업사회의 획일적․폐쇄적 사고에 입각한 ‘양적 확대정책’에서 21세기 지식정보화 사회의 다양화․세계화가 보장되는 ‘질적 발전정책’으로 교육정책의 패러다임이 변화되어야 함을 제기 하였다. 실제로 우리나라의 고등교육은 양적으로 급속히 팽창하여 왔지만, 대학경쟁력은 아직도 하위권에 머물고 있는 실태를 보여 주었다. 고등교육의 실패원인으로 평준화정책, 고등교육에 대한 관치, 고등교육에 대한 책무성의 부족, 대학지배구조의 왜곡 그리고 수요자중심 교육의 미흡 등을 찾아서 분석하였다. 고등교육의 개혁 방향은 시장주의에 입각한 효율성과 혁신성과 공동체자유주의에 입각한 형평성제고 그리고 학교의 책무성강화를 제시하였다. 고등교육개혁의 제도 및 정책 과제는 고등교육의 경쟁구조 확립, 고등교육시장의 적극개방, 세계적 경쟁을 위한 역량제고 그리고 대학의 지배구조의 개혁을 제시하였다.

영문 초록

The central focus of this paper is to explore the suggestions of system and policy issues of higher education based on current fact findings and deliberated empirically research results. Hence, the higher education has to change from the＇quantity expansion policy' based on standardized․closed perspective of the 20th century's industrialized society to 'quality development policy' which ensures diversification and globalization of the 21st century's knowledge information society. Actually the quality of higher education has greatly expanded during last 2 decades, however the competition power of higher education in South Korea still stay low level rank in the world higher education market. This paper shows the reasons of failure of higher education in South Korea which are composed of equalization, government ruling, shortages of responsibility, twist of governance and shortages of demand sided education etc. The innovative directions of higher education are suggested the level up of equity and the strengthening of responsibility based on community liberalism and the efficiency and innovation based on market Finally, this paper suggested the system and policy issues of higer education which are the establishment of competition structure, the wide global, the higher competence with world higher education market and the innovation of higher private and public education governance system in South Korea
