국문 초록

  본 논문은 민주화 이후 한국 국회와 관련하여 제도 또는 조직 차원의 전문직업화가 어떠한 수준으로 변화되어 왔으며 국회 정책활동의 능동성 수준에는 어떤 영향을 주었는가를 탐구한다. 기존의 비교의회연구 결과를 토대로 제도/조직 차원의 전문직업화 수준을 측정하기 위해서 본회의 및 위원회 회의 빈도 그리고 위원회와 입법지원조직에 소속된 전문보좌인력의 규모에 초점을 맞춘다. 한편, 입법산출 역량, 입법 효율성 및 정책 자율성을 포함하는 정책활동의 능동성은 법률안 처리를 중심으로 하되 예산심의와 행정부 감독을 부차적으로 고려하여 측정된다. 계량분석을 수행한 결과에 의하면 국회에 있어서 제도/조직 차원의 전문직업화 수준과 정책활동의 능동성 수준은 모두 최근에 올수록 대체로 제고되어 왔으며 양자 간에는 동일한 방향으로 발전된 긍정의 관계가 발견된다. 국회는 의원들에게 정책활동을 위한 인센티브, 기회와 자원을 점차 확대하여 제공하여 왔는데 이는 국회가 정책결정과정에서 더욱 적극적이고 영향력을 발휘할 수 있는 방향으로 작용하였다.

영문 초록

  This paper investigates the National Assembly’s changing level of professionalization and its impact on the legislature’s policy activism since Korea’s democratization in the late 1980s. In measuring the institutional concept of legislative professionalization, the study takes into account two components: the frequency of plenary and committee meetings, and the size of committee and specialized policy staff, Aspects of policy activism, such as legislative capacity, legislative efficiency and policy autonomy are assessed in terms of lawmaking for the most part, and budget deliberation and legislative oversight to a lesser extent. Using the relevant aggregate data, the analysis confirms a general trend of increasing professionalization and growing policy activism, and also notes a positive relationship between the two, By providing the legislators with better incentives, opportunities and resources for their policy-related activities, the legislative institution in Korea’s newly democratized regime has become more assertive and powerful in the process of making public policies.
