홀리스틱 교육패러다임에 기초한 한국 교육행정의 성찰과 과제

국문 초록

  이 글에서는 홀리스틱교육패러다임의 관점에서 한국교육행정의 특징을 비판적으로 성찰해보고, 한국교육행정의 과제를 탐색한다. 이와 함께 홀리스틱교육패러다임에서 강조되고 있는 학교 내 학생-교사-학부모간, 그리고 학교-지역사회간의 학교공동체 형성사례에 대한 분석을 통해 한국교육행정의 홀리스틱교육 실천가능성을 검토한다.
  한국교육행정의 특징으로서는 교육활동에서 교육기관들간의 괴리와 협력 부족, 교육이념과 실천의 괴리, 교육정책의 입안과 실천방법에서 교육주체들간의 갈등, 학교내 교육주체들간의 상호협력 부족, 교육학의 하위영역 세분화 및 분과학문간 교류부족으로 인한 교육현상의 종합적 이해와 처방 한계 등을 지적할 수 있다.
  이러한 한국교육의 문제점을 해결하기 위한 교육행정과제로서는 교육행정실제 개선을 위한 사회 각 분야간 협력, 학교급별 교육기관간ㆍ학교와 지역사회간ㆍ학교내 교육주체들간 협력, 단위학교와 교육행정기관간의 협조체제 재구축, 학제적인 교육연구, 교육행정실제에 대한 설명력이 높은 교육행정이론의 정립 등을 들 수 있다.
  부산대학교 교육연구소에서는 “배움과 돌봄을 위한 학교공동체 실천모델 개발 연구”를 수행하고 있다. 학교공동체의 목표를 배움과 돌봄으로서 설정하고 학교교육의 본질인 배움과 구성원들간의 돌봄을 추구한다. 동 연구는 교육학의 여러 전공학자들이 학제적으로 참여하고, 학문적 이론의 정립과 교육 실제의 개선, 학교구성원의 참여와 지역사회 인사의 협력, 교육청의 지원, 실천연구회의 운영, 국제적인 학자들과의 연계 등을 통해서 교육연구와 학교공동체 실천운동을 병행하고 있다.

영문 초록

  Holistic education is examining the educational climate of mechanistic knowledge oriented education and the loss of humanity because of fierce competition among students. This paper is to reflect the characteristics and tasks of Korean educational administration in the perspective of holistic education. It also analyzes research case relating to building community in schools by Pusan National University.
  The characteristics of Korean educational administration are the followings. Firstly, it has weak connection among educational institutions, educational administrative institutions, educational research institutions, etc. Secondly, there is little consensus on ideal and practice of schooling which results in conflicts among educational administrative authority, teachers" labor unions, students" parents associations. Thirdly, scholars of educational fields are lacking in interdisciplinary dialogue resulting in limitation on the comprehensive understanding of educational problems and prescriptions.
  As tasks of educational administration in the perspective of holistic education are the followings. There is a need for closer cooperation among various fields in society, trust and cooperation among schools and educational key players, developing better educational theories for educational administration practices etc.
  Research team of Educational Research Institute, Pusan National University is carrying out the research, "A study on practice model of building school community for learning and caring". The study is to seek after learning and caring for both students and other participants in schooling. The study has the characteristics such as interdisciplinary participation of scholars, the practice improvement as well as a theory development, participation of school members as well as community members, support from educational authorities, management of research association, networking of international scholars.
