평택시 아동 돌봄 및 보호·안전 지역사회보장계획 수립에 관한 연구

국문 초록

본 연구는 경기도 평택시 제5기 지역사회보장계획 중장기 발전 방향 중 아동 돌봄 및 보호·안전 현황과 발전 방향을 탐색하기 위해 이루어졌다. 연구 목적을 달성하기 위해 지역주민의 욕구를 진단하고 지역사회보장 조사를 실시하여, 지역 간 사회보장 수준의 비교 분석을 위한 자료를 확보하였고, 격차 해소 및 균형 발전지원을 위한 기초자료로 활용하였다. 지역사회보장조사 사례연구 방법을 통해 사회보장 영역 중에서 아동 돌봄과 보호·안전 부문을 중심으로 살펴보았다. 본 연구의 연구 결과는 다음과 같다. 첫째, 아동 돌봄에 대한 지역사회보장계획사업은 경제활동으로 인한 부모의 양육 시간을 단축하기 위한 대상자별 욕구에 맞는 지역 밀착형 통합 돌봄 인프라를 구축해야 하며 부모의 양육비 부담을 경감시키기 위한 다양한 돌봄 서비스를 지원하는 종합 돌봄 센터를 설치하는 계획수립이 필요하다. 둘째, 아동보호 및 안전에 대한 지역사회보장계획사업은 안전한 스쿨존 환경을 조성하여 아동이 안전한 평택을 만들고, 시민들의 안전한 보행 환경조성을 위해 교통안전시설 설치에 대한 계획수립이 필요하다. 본 연구 결과를 토대로 평택의 아동 돌봄이 사각지대 없이 다양한 지원정책 마련이 필요하고, 보호 및 안전에서도 시민이 안심하고 안전하게 삶을 영위할 수 있도록 지역사회발전과 사회복지 전달체계 개선이 필요하다.

영문 초록

This study was conducted to explore the current status and development direction of child care, protection, and safety among the mid- to long-term development directions of the 5th Community Security Plan in Pyeongtaek, Gyeonggi-do. In order to achieve the purpose of the study, data for comparative analysis of social security levels between regions were secured by diagnosing the needs of local residents and conducting a community security survey, and used as basic data to bridge the gap and support balanced development. Through the case study method of the Community Security Survey, we focused on child care and protection and safety among social security areas. The current status and development direction of child care, protection, and safety in Pyeongtaek-si presented in this study are as follows. First, as for the degree of child care-related difficulty experience, the lack of parenting time due to economic activities was the highest, and the degree of protection safety-related difficulty experience was the most difficult to maintain safety in the family. Second, in the area of child care, protection, and safety, it is intended to reduce the welfare blind spots of Pyeongtaek citizens and improve the quality of life. Based on the results of this study, it is expected to contribute to the development of the community and the improvement of the social welfare delivery system so that Pyeongtaek citizens can lead their lives safely.
