자유발행제 교과용도서의 시도교육청 질 관리 체제 개선 방안

국문 초록

이 연구는 시도교육청 단위의 현행 교과용도서 관리 체제에 대한 문헌 분석과 현장 의견 수렴에 기초하여 질 높은 자유발행제 교과용도서의 발행 및 사용을 위한 시도교육청 단위의 교과용도서 질관리 체제 개선 방안을 마련하는 데 목적이 있다. 이를 위해 교과용도서 자유발행제와 시도교육청의 교과용도서 관리에 대한 법률 및 문서 자료, 선행 연구를 분석하였고, 시도교육청 인정도서 담당자를 대상으로 한 설문 조사를 통해 13명이 응답한 현장 의견을 수렴하여 분석하였다. 연구 결과 자유발행제 교과용도서의 개발부터 사용까지의 전 과정에서 질 관리를 총괄하는 컨트럴타워로‘(가칭) 자유발행제 교과용도서 질 관리 센터’를 신설하고, 이 기관을 중심으로 자유발행제 교과용도서 질관리 매뉴얼 개발 및 보급, 시도교육청 교과용도서 공동관리위원회의 역할 강화, 자유발행제 교과용도서 개발 네트워크 운영 및 상설 연수 운영, 시도교육청 자유발행제 교과용도서 심사 전문성 강화, 자유발행제 교과용도서 정보공유시스템 운영, 자유발행제 교과용도서 모니터링 및 수정·보완 시스템 활성화 등을 제안하였다. 본 연구가 시·도교육청 자유발행제 교과용도서의 질 관리 체제 구축 및 개선에 도움이 되어 자유발행제 교과용도서의 질적 제고 및 자율화와 다양화에 기여할 수 있기를 기대한다.

영문 초록

The purpose of this study is to develop plans to improve of the quality management system of the provincial offices of education for the issuance and use of high-quality freely publishing system of textbooks for the provincial offices of education. As a research method, we analyzed the prior research on the freely publishing system of textbooks by the provincial offices of education, and conducted a survey of the people in charge of approving textbooks the provincial offices of education, and analyzed the on-site opinions that in 13 people responded. As a result of the study, it is proposed to establish a new control tower that oversees quality management throughout the entire process from development to use of freely publishing system of textbooks, to develop and disseminate quality management manuals by this institution, to strengthen the role of the Joint Management Committee of the provincial offices of education Curriculum Manual, to operate the network for the development of freely publishing system of textbooks and to operate permanent training system, to strengthen the expertise in the examination of freely publishing system of textbooks by the provincial offices of education, to operate the information sharing system for freely publishing system of textbooks, and to activate the monitoring and modification and supplementation system of freely publishing system of textbooks.
