국문 초록

본 연구는 일본 지역사회복지협의회의 발달과정을 살펴봄으로써 향후 우리나라 사 회복지협의회의 기능과 역할 정립 방안에 대해 제언하기 위한 것이다. 이를 위해 사 회복지협의회가 가장 활성화된 일본 사회복지협의회의 태동시기부터 현재에 이르 기까지 어떠한 정체성을 가지고 발달해왔는지를 일본 전국사회복지협의회의 협조 및 국내외 문헌조사를 통해 분석하였다. 일본 사회복지협의회 성적 발달과정을 분 석한 결과, 휩의체 (50년대), 운동체 (60-70년대), 사업체 (80년대 이후) 유힘의 성격 을 가진 사회복지협의회로 발달하였으며, 최근에는 이런 국가지 유형이 혼합된 성격 으로 발전하고 있다. 상대적으로 한국의 경우 탑다운 형태의 사회복지협의회가 발 달해 홈에 따라 지역사회복지협의회 정체성에 대해 충분한 논의가 이루어지지 않 은 채 오늘날까지 설립 · 운영됨에 따라 지역사회에서 그 기능과 역할에 대해 많은 혼란이 일어나고 있는 것이 현실이다. 이에 따라 사회복지협의회에는 새로운 역할 이 요구되고 있는데, 지역복지문제해결 중심의 지역복지공동체 구축이다. 이와 같은 기능을 수행하기 위해서는 기존 3가지 유형의 성격과 함께 자원연계형 사회 복지협의회의 성격을 발전시켜 나아가야 할 것이다.

영문 초록

The purpose of this study is to suggest ways to establish the functions and roles of the Korean Council on Social Welfare by looking at the development process of the Community Welfare Council in Japan. To this end, this study analyzed how Japanese Social Welfare Council, the most active social welfare council in Japan, has developed its identity from the earliest days to the present. According to the analysis, it has developed the identity within the characteristics of the consultative model, athletic model, and business model, recently progressing to the combination of these three types. Compared to the case of Japan, there is confusion in Korea regarding the function and the role of social welfare council because it has been developed in top-down management style without sufficient discussion about its identity. Accordingly, a new role is required in the Council for Social Welfare, that is, the establishment of a local welfare community centered on solving local welfare problems. To carry out such function, the government will have to develop the nature of the resource-linked social welfare council along with the three existing types of characteristics,
