국민기초생활수급 신청의 일에 관한 제도적 문화 기술지

국문 초록

본 연구의 목적은 국민기초생활수급 신청과정에서 신청의 일이 어떻게 조직화되는지 저소득 이혼여성을 중심으로 살펴본다. 이를 위해 제도적 문화기술지(institutional ethnography)를 연구의 방법으로 선택했다. 연구의 주된 분석결과는 첫째, 기초수급 신청은 소득을 입증하고 부양의무자를 입증하는 과정을 거쳐야 하는데, 이때 신청자는 신청에 요구되는 여러 텍스트와 복지전담공무원을 통해 신청 의욕이 떨어지고 신청을 포기하는 등 신청을 억제하는 체제 속에 있었다. 둘째, 저소득 이혼여성이 복지공무원을 상대하는 과정에서 겪는 일도 신청에 대한 의욕을 떨어뜨리게 만들어 신청을 재고하거나 포기를 유도하고 있었다. 따라서 기초수급 신청자들이 신청을 어렵지 않게하고 수급권 획득의 가능성을 높이려면 복지공무원이 재량을 발휘할 수 있는 제도적 조건을 만들고, 신청자들이 신청과정에서 경험하는 어려움을 지원할 옹호 조직을 만들며, 기초수급의 잠재적 신청자와 신청자들에게 기초수급 제도에 관한 정보를 제공하는 교육체계를 구축해야 한다.

영문 초록

The purpose of this article is to analysize the social organization of application works of divorced poor women in National Basic Livelihood Security Scseme. I seleted institutional ethnography as research method of this study. The research results as follow: First, the applicants of National Basic Livelihood Security must prove the below income standards and ability to support of their families. When the divorce women apply to National Basic Livelihood Security Benefits, they want to give up the application beceause of text-mediated acts and attitudes of social welfare officials. Second, when the women respond to social welfare officials, so called work of responding, also they want to give up the application by reducing the motivation to be National Basic Livelihood Security recipient. Therefore, we must make a conditions to expand the discretionary acts of social welfare officials to raise a possibilities to be select as a recipient of divorced women in poverty. And also we must to establish advocacy organization and education system for applicants and potential applicants of National Basic Livelihood Security.
