시각장애인복지관 서비스에 대한 직원과 이용자의 인식 고찰

국문 초록

본 연구는 직원(216명)과 이용자(210명)를 대상으로 시각장애인복지관의 서비스 전반에 관한 인식을 고찰하고, 조직, 인력, 재정, 서비스 요인에 대한 인식을 비교ㆍ분석하였다. 분석결과를 요약하면 다음과 같다. 첫째, 시각장애인복지관의 이용자들이 프로그램에 참여하지 않은 이유로 복지관 접근성의 문제가 절반 을 넘는 것으로 나타났다. 둘째, 프로그램 참여 시 적절한 이용료에 대해서 이용자는 이용료가 없어야 한 다는 응답이 직원보다 더 높게 나타났으며, 직원은 프로그램에 따라 다르다, 5,000원 이하라는 응답이 이용자보다 더 높았다. 셋째, 조직, 인력, 재정, 서비스 요인에 대해 직원과 이용자의 인식을 분석한 결과 는 직원과 이용자 모두 인력요인에 대한 인식이 가장 높았으며, 재정요인에 대한 인식이 가장 낮게 나타 났다. 넷째, 직원과 이용자 간의 인식차이를 분석한 결과는 재정요인 전체와 하위요인인 적정성, 서비스 요인 전체와 하위요인인 통합성에 대한 직원의 인식이 이용자에 비해 유의미하게 높았다.

영문 초록

In this study, how the staffs and users of welfare centers for individuals with visual impairments perceived the overall services of the Welfare Centers was studied and their Recognition on organization, manpower, finances and services were analyzed. 216 staffs and 210 users were surveyed, and the outcome of such survey can be summarized as follows: First, more than a half of Welfare Center users did not participate in the programs offered by the Welfare Center because of poor access. Second, when asked about the appropriate amount of fee for program, more users answered that the programs should be provided at free of charge than the staffs. To the same question, more staffs answered that it depends on the program or it should be KRW 5,000 or less than the users. Third, both the Staffs and Users gave manpower the highest points and finance the lowest points, among organization, manpower, finance and service. Fourth, in terms of the Recognition gap between Staffs and Users, the staffs showed meaningfully high Recognition than the users did to the financial factor and the appropriateness (under the finance factor) and to the service factor and the integration (under the service factor).
