국문 초록

이 연구는 중증장애인생산품 우선구매제도의 사회적 가치 규명을 위해 이해관계자 인터뷰를 통해중증장애인생산품 우선구매제도의 사회적 가치를 밝히는 데 그 목적이 있다. 이를 위해 국내외 선행연구를 검토하였고, 이를 바탕으로 이해관계자 인터뷰를 실시하였다. 연구결과를 살펴보면 먼저 장애인근로자 측면에서 중증장애인생산품 우선구매제도는 소득증가에 많은 기여를 하는 것으로 나타났고, 우선구매제도를 통한 고용으로 인해 사회적 유대관계 개선과 심리적 안정에 있어서도 긍정적인영향을 주는 것으로 나타났다. 다음으로 장애인 가족 측면에서는 가구 소득에 도움이 되는 것으로나타났고, 가족관계에도 긍정적인 영향을 미친다고 하였다. 사업주 측면에서 참여자 모두 우선구매가장애인의 일자리 창출, 안정적인 판로 확보, 매출 향상에 긍적인 영향을 미친다고 하였다. 마지막으로정부 측면(사회적 공익)에서도 인터뷰에 참여자 모두 우선구매가 중증장애인생산품에 대한 인식 제고, 장애인의 일자리 창출, 사회보장비용 감소, 세수 증가에 긍정적인 영향을 미친다고 하였다. 이처럼중증장애인생산품 우선구매제도는 직업재활시설의 장애인 근로자 뿐만아니라 다양한 이해 관계자에게 까지 긍정적 영향을 미치는 사회적 가치가 있는 것으로 확인 되었다.

영문 초록

The purpose of this study is to measure the social value of the preferential procurement of products manufactured by persons with severe disabilities. To this end, domestic and foreign preceding studies were reviewed, and based on this, stakeholder interviews were conducted. Looking at the results of the study, first of all, from the perspective of disabled workers, the preferential purchase system for products produced by the severely disabled contributed a lot to the increase in income, Employment through the preferential purchase system was found to have a positive effect on improving social ties and psychological stability. Next, in terms of families with disabilities, it was found to be helpful to household income, and it was said that it had a positive effect on family relationships. From the perspective of business owners, all participants said that preferential purchase had a positive effect on job creation for the disabled, securing stable sales channels, and increasing sales. Finally, in terms of government (social public interest), all interviewees said that priority purchase has a positive effect on raising awareness of products produced by the severely disabled, creating jobs for the disabled, reducing social security costs, and increasing tax revenue. As such, it was confirmed that the preferential procurement of products manufactured by persons with severe disabilities has social value that positively affects not only disabled workers in vocational rehabilitation facilities but also various stakeholders.
