한국과 중국의 세계수준대학 육성 정책 비교를 통한 시사점 탐색

국문 초록

연구목적: 본 연구의 목적은 한국의 BK21 플러스 사업과 중국의 쌍일류 정책을 중심으로 양국의 세계수준대학 육성 정책의 특징을 비교 분석하여 양국 정책의 공통점과 차이점을 찾고 이를 통해 정책적 시사점을 탐색하는 것이다. 연구방법: 이를 위해 선행연구로부터 도출한 정책목표, 선정기준, 선정과정, 선정결과와 자금의 활용방식 등 다섯 차원의 분석 틀에 기반하여 문헌 고찰과 데이터 분석을 통해 양국 정책을 비교 분석하였다. 연구결과: 양국 정책은 세계수준대학 육성이라는 전반적인 목표, 선택과 집중의 원칙, 경쟁 메커니즘의 활용, 대규모 공적 자금 투입 면에서 유사하지만, 목표의 구체성과 시간성, 선정기준에서 강조하는 영역과 중점 단위, 선정과정에서 정보공개 여부, 선정결과에서 지역별·대학별 집중도, 그리고 자금 활용방식에서 차이가 있었다. 학술적 기여: 본 연구는 최근 중국의 세계수준대학 육성 정책이 기존의 985공정, 211공정에서 쌍일류 정책으로 바뀐 시점에서 한중 양국의 정책 특징을 비교 분석함으로써 양국 정책에 대한 이해를 넓히고, 향후 세계수준대학 육성 정책의 발전 방향에 대한 시사점을 제공한다.

영문 초록

This study aims to identify the similarities and differences in recent academic excellence initiatives between Korea and China, focusing on BK21 Plus project and Double First policy. To this end, those policies were compared and analyzed based on the five-dimensional analysis framework such as policy goals, selection criteria, selection process, selection results, and funding allocation approach. It found that while they had something in common, such as the principle of choice and concentration, the use of competition mechanism, and a large injection of public funding, several key differences emerged in the time dimension of policy goals, emphasis on selection criteria, transparency in the selection process, regional and institutional concentration, and the use of funding. This study contributes to expanding understanding of the two countries' academic excellence initiatives and offering implications for building world-class universities and designing a national academic excellence initiative in the future.
