일본 고등교육재정 지원 제도의 현황과 시사점

국문 초록

본 연구의 목적은 일본의 대학 설립유형에 따른 정부 재정 배분 기준을 비교 분석함으로써 한국의 제도 개선을 위한 시사점을 탐색하는 데 있다. 이를 위하여 일본의 고등교육 현황과 대학의 설립 유형별 재정지원 현황을 고찰하고, 정부 재정 지원의 유형과 의미, 지원 구조와 규모, 지원 기준 등을 상세히 분석하였다. 주요 연구 결과를 제시하면 다음과 같다. 첫째, 일본 정부는 국립대학에 대해서는 운영비교부금을, 사립대학에 대해서는 경상비보조금을 바탕으로 고등교육재정을 지원하고 있다. 둘째, 대학 설립유형에 따라 지원 범위와 규모는 상이하지만, 대학의 일반적 경비를 지원하는 동시에 대학의 경쟁력 강화나 국가의 교육 현안 해결을 위한 별도의 경비를 지원하고 있다. 셋째, 고등교육재정 지원 과정에서 평가에 의한 배분을 병행하고 있다. 특히 사립대학에 대한 경상비보조금 지원 시 산출 기준과 단가의 구체성, 증감을 위한 명확한 기준을 제시하고 있어 재정 지원과 동시에 대학의 질 관리를 수행하고 있다. 끝으로, 일본의 대학 재정지원제도에 대한 고찰 결과를 토대로, 우리나라 고등교육재정 지원 방향, 지원 범위와 규모, 대상에 대해 재구조화 방안을 제시하였다.

영문 초록

The purpose of this study is to present implications to Korea by comparing and analyzing the government's financial allocation criteria according to the type of university establishment in Japan. In order to conduct the study, the current status of higher education in Japan and the current status of financial support at universities were checked, and the type, meaning, scale, and criteria of government financial support were analyzed. The main findings of the study are as follows. First, Japan provides operating expenses grants to national universities and ordinary expenses subsidies to private universities to support higher education finance. Second, the scope of support and budget vary depending on the type of university establishment, but it supports general expenses of universities and provides separate budgets to strengthen the competitiveness of universities and solve educational problems. Third, the university was financially supported by evaluation. In particular, when supporting ordinary expenses subsidies to private universities, the calculation standards and unit prices are specific, and clear standards for adjusting the budget are presented. This becomes a means of managing the quality of universities while supporting finance. Finally, based on Japan's higher education financial support system, improvement measures were proposed for the direction, scope, size, and target of higher education financial support in Korea.
