서번트 리더십이 조직신뢰와 심리적 주인의식 및 주민참여에 미치는 영향

국문 초록

국내의 어촌은 잠재적인 관광자원을 보유하고 있음에도 열악한 환경에 처해있다. 이를 타개하고자 지역주민을 주축으로 지역관광개발이 이루어지고 있다. 이러한 추진과정에서 담당공무원은 행정적 지식 이외 주민의 적극적 참여를 이끌어 낼 수 있는 리더십이 요구된다. 서번트 리더십은 리더가 구성원을 하나의 주체로 인정하여 지원하는 성향을 띄고 있으므로 지역주민이 직접 참여하는 지역관광개발에서 필수적인 리더십 유형이라 할 수 있다. 이에 이 연구는 지역관광개발(대상사업: 어촌뉴딜300사업)에서 담당공무원의 서번트 리더십이 지역주민의 조직신뢰와 심리적 주인의식 및 주민참여에 미치는 영향에 대하여 살펴보고자 하였다. 설문은 어촌뉴딜300사업에 한 번이라도 참여한 적이 있는 지역주민을 대상으로 2021년 7월 13일부터 8월 22일까지 온라인과 오프라인에서 동시에 진행하였으며 274부의 유효표본을 확보하였다. 분석결과, 서번트 리더십은 조직신뢰와 심리적 주인의식에 유의한 영향을 미친 반면, 주민참여에는 유의한 영향을 미치지 않는 것으로 나타났다. 조직신뢰와 심리적 주인의식은 주민참여에 유의한 영향을 미치는 것으로 나타났다. 이는 지역관광개발에서 담당공무원의 서번트 리더십이 단순히 개인을 신뢰하는 수준을 넘어 조직적인 차원의 신뢰로 연결되며 사업에 대한 주인의식을 이끌어내는 데 중요한 선행요소임을 의미한다. 이러한 결과는 지역관광개발에서 담당공무원의 리더십이나 행정역량 등에 대하여 재조명하는 기회가 될 것이라 사료된다.

영문 초록

Due to aging and backwardness, domestic fishing villages have a poor environment despite their potential tourism resources. To overcome this, local tourism development is being carried out by residents. In this project process, leadership, as well as organizational knowledge, is required. Servant leadership is essential in local tourism development because it recognizes members as an entity, and the leader assists. Therefore, this study aims to examine the impact of servant leadership of public officials on residents trust in the organization, psychological ownership, and resident engagement in developing local tourism development the Fishing Village New Deal 300 project. A survey was conducted online and offline, residents who participated in the Fishing Village New Deal 300 project at least once, from 13th of July to 22th of August 2021, and a valid sample of 274 questionnaires were obtained. The results showed that servant leadership had a significant effect on trust in the organization and psychological ownership but had no significant impact on resident engagement. Trust in the organization and psychological ownership were found to have had a significant effect on resident engagement. It shows the importance of servant leadership of public officials in charge of local tourism development. The servant leadership of public officials in charge leads to trust at the organizational level beyond the simple trust of public officials by local residents, making it an essential prerequisite for eliciting a sense of ownership for the business. These results will provide an opportunity to shed reconceptualize the leadership and administrative capabilities of public officials in charge of regional tourism development.
