국문 초록

본 연구는 서울시를 역세권 장기전세주택의 사례를 분석하고 공공임대주택의 유형을 월세 형과 전세형으로 구분하여 특징을 사회적, 경제적특성으로 나누어 비교 분석하였다. 최근에 부동산 시장이 불안하여 서민들의 주거안정에 기여하는 공공임대주택의 공급 활성화 필요성이 제기되었다. 그러나, 2020년 기준 월세형 임대주택의 공실이 3%이상 공실이 늘어나고 있는데 불구하고 전세형은 선호도와 주거만족도가 상대적으로 높아 그 수요가 늘어나고 있는 실정이다. 임대사업자의 세제혜택을 줄이고 1가구 2주택의 중과세로 인하여 최근 부동산 시장의 매매 및 전·월세시장이 비판받고 있다. 본 연구에서는 임대유형에 따른 전·월세형 특성과 문제점을 검증하고자 하였다. 분석결과 월세형보다 전세형이 삶의 질과 거주환경, 만족도가 높은것으로 분석되었다. 기존 월세형 임대주택의 위치나 지역별 수요를 고려하지 않고 많은 양을 공급하였다. 그러나, 전세형 임대주택은 부족하여 입주경쟁률이 치열하게 나타나고 있는 실정이다. 월세형 임대주택도 적절하게 공급하여야 하나 전세형의 수요를 예측하여 공급을 확대하여야 한다. 본 연구가 전세형 공공임대주택의 공급 확대가 될 수 있도록 정책개선 방안 마련에 기여되기를 기대한다.

영문 초록

This study analyzed the case of long-term lease housing in the station area and compared and analyzed the characteristics by dividing the types of public rental housing into monthly rent type and lease type by social and economic characteristics. Recently, the real estate market has been unstable, raising the need to revitalize the supply of public rental housing that contributes to the housing stability of the common people. However, although vacancies in monthly rental housing are increasing by more than 3% as of 2020, the demand for jeonse type is increasing due to its relatively high preference and housing satisfaction. Due to the reduction of tax benefits for rental businesses and the heavy taxation of one household and two houses, the real estate market s sales and lease and monthly rent markets have recently been criticized. This study attempted to verify the characteristics and problems of lease and monthly rent types according to rental types. As a result of the analysis, it was analyzed that the quality of life, living environment, and satisfaction of the jeonse type were higher than that of the monthly rent type. A large amount was supplied without considering the location or regional demand of existing monthly rent-type rental housing. However, due to the lack of rental housing for lease, the competition rate for occupancy is fierce. Monthly rental housing should also be supplied appropriately, but the supply should be expanded by predicting the demand for jeonse. It is hoped that this study will contribute to the preparation of policy improvement measures to expand the supply of chartered public rental housing.
