국문 초록

본 연구는 북한과 유사한 경제사회 조건을 지닌 아프리카 취약국가에서의 위기 전이 현상에 대한 분석을 북한에 실험적으로 적용해보는 것은, 북한에 대한 이해 증진에 있어 유의미할 수 있다는 시각에 기초한다. 이러한 시각아래 2018년 8월부터 경제사회 위기가 표면화된 짐바브웨 사례를 기술해보았다. 최근 모두 역의 경제 성장을 기록하고 있는 짐바브웨와 북한은 낮은 경제자유도, 경제규모, 산업구조 및 무역 형태 등에서 유사성을 지닌다. 또한 양국 모두 경상수지 적자가 누적된 상황에서 각각 미국 및 미국과 유엔 제재 아래 있어 외환 확보 제약에 직면해있다. 2017년말 37년 무가베 독재 종언이후 표면화된 짐바브웨 상황은 정치변동, 물가상승, 외환시장 왜곡, 보건 위기, 사회인프라 붕괴가 상호 악순환 고리를 형성하고 있음을 보여준다. 북한이 기본 경제조건의 왜곡 문제를 안고 있는 상황에서, 코로나 사태는 북한에서 짐바브웨에서 나타난 경제사회 분야 악순환 고리 형성 및 작동 가능성을 제기하고 있다.

영문 초록

This research is based on the assumption that application of a study of an African country which has similar socio-economic nature to that of North Korea, as a fragile state, has significance for the analysis of North Korean economy. In this context, this article describes economic crisis in the Republic of Zimbabwe which began in the second half of 2018. The socio-economic conditions of Zimbabwe and North Korea have similarities in terms of economic size and industrial structure. The two fragile states, which have all recorded current account deficits in recent years, face restraints in ensuring foreign currency mainly due to the economic sanctions imposed by the United States as well as United Nations. Against this background, the crisis in Zimbabwe begun from the second half of 2018 demonstrated the formation of a vicious circle composed of the elements such as political upheaval, inflation, distortion in foreign currency market, public health crises and the collapse of infrastructure. Given the accumulated structural distortion in North Korean economy similar to those of Zimbabwe, the Covid-19 pandemic poses a probability of formation and occurrence of a socio -economic vicious circle, which appeared in Zimbabwe, in North Korea.
