국문 초록

국제정치이론의 논의에서 전이(transition)는 중요한 분석 대상이 되어 왔다. 가장 대표적인 예는 힘의 균등함(power parity)이 가져오는 결과에 관한 세력균형론의 입장에 대한 세력전이론의 반박이라고 할 수 있다. 세력전이론은 세력균형론과 함께 많은 역사적 사례연구의 틀로서도 사용되어 왔는데, 동아시아의 전쟁과 평화를 설명하는 데 있어서도 세력전이론이 활용되었다. 이중 청일전쟁의 사례는 세력의 전이와 부상 국가의 불만족 변수가 결합된 대표 적인 예로 지적되었다. 하지만 최근의 논의에서는 전이의 대상이 단순하게 세력에 머무르는 것이 아니라, 패권, 문명 내지는 질서, 그리고 지위 혹은 권위 등 다양한 요인 등이 고려되고 있으며, 전이의 양상에 대한 검토 또한 여러 방식의 시도가 행해지는 것으로 생각된다. 본 연구는 이와 같은 다양한 전이이론의 내용과 전이 양상의 분석 유형의 적실성을 청일전쟁이라는 역사적 사례를 통해 고찰해 보고자 한다. 이 글은 먼저 전이이론의 다양한 논의를 살펴본 후, 청일전쟁의 사례가 보여주는 여러 가지의 전이 양상을 알아보고, 일본의 대 한반도 정책 목표에 대한 분석을 통해서 지위와 권위 전이의 관점에서 청일전쟁을 보는 접근법의 의미를 강조하고자 한다.

영문 초록

The subject of ‘transition’ has been frequently discussed in the field of international relations theory. A typical example is the debate between balance-of-power theory and power transition theory with regard to the result of power parity. Power transition theory has been used to explain many historical cases including issues of war and peace in East Asia. The SinoJapanese war has been argued as a typical case which showing the combination of power transition and the existence of an ‘unsatisfying’ rising power Recent studies tell us that factors such as hegemony, civilization/order, and status/authority are also considered as objects of transition in addition to the power factor, and that there are contrasting analyses about the aspect of transition in similar cases. This study attempts to explore the various contents of transition theory and the relevance of different approaches of the transition process through a historical review of the Sino-Japanese war. After looking through diverse theoretical arguments about transition and applying them to the Sino-Japanese war, this article tries to emphasize the position of status/authority transition in explaining this case.
