국문 초록

한국의 대도시는 급속한 산업화와 도시화의 진전으로 세계에서 그 유래를 찾아보기 힘들 정도로 급속히 성장하였다. 그러나 대도시 도심상권은 도심만이 가지고 있는 특성이 소멸되고 인구와 산업이 유출되고 실업이 늘고, 생활환경이 악화되고 노후화되어 커뮤니티 붕괴와 함께 거주계층의 질적 저하와 함께 경제 중심지로서의 위치가 상실되고 도심상권은 와해되었다. 위와 같은 문제인식에서 우리나라 지방 대도시 중에서 그 정도가 심한 부산과 대구광역시의 도심쇠퇴와 도심상권 약화에 대한 도심상권 재생의 전략적 접근 및 방향에 대해 연구하였다. 지금 세계는 도시 경쟁시대를 열어가고 있다. 각 도시들은 도시 재개발은 물론이고 전반적인 도시컨텐츠 선진화와 도시 재구성에 나서고 있다. 특히 도시의 관, 산, 학 연계에 의한 도시컨텐츠 구성이 새로운 경쟁요소가 되고 있다. 부산과 대구는 관, 산, 학계의 경쟁은 물론이고 도시자체의 자생력 회복도 어려운 실정이라 문제의 심각성이 더 크다. 그런 점에서 일본이 국토 균형발전정책을 전환하여 도심 회귀정책으로 나서는 점을 주시할필요가 있다. 따라서 부산과 대구는 전체도시의 경제회생도 중요하지만, 이를 위한 효과적인 정책으로 전략적 우선순위를 구 도심회생에 두고, 특히 도시의 중심상권(CBD) 회생을 위해 도심의 컨텐츠가 어떻게 구성되는 것이 바람직한 것인지에 대한 논의를 하고 전체 시민과 대화하 고 중앙정부와 협력해서 획기적이고도 시급히 구도심을 중심으로 도시컨텐츠를 복합화하고 선진화하여 글로벌시티로 성장키는 집중력을 보여줄 때라고 본다. 그러므로 우선 도심재생의 컨셉을 정하고 이를 바탕으로 도시컨텐츠를 개발해 가는 종합적인 개념 디자인이 우선되어야한다고 본다.

영문 초록

Metropolitans in Korea have rapidly grown to the extent that’s hard to find its origin through rapid industrialization and advance of urbanization. But the commercial power of urban in metropolitans has been demolished and lost its position of central part of economy along with the collapse of community and degradation of residential classes, as the character that only the urban center has faded away and population and industry have been drained, and living environment has been degenerated and deteriorated. From recognition of the problems in the above, this research has studied the decline of the downtowns in megalopolis of Busan and Daegu, both of which are serious in its extent among our country’s provincial metropolitans, and studied the strategic approach and the direction of revival of commercial power in the downtown for weakening of commercial power of the downtown. Busan and Daegu are serious with the problem, as both cities are difficult not only in competition of government office, industry and academic field but also in recovering their self-subsisting power. Therefore, although for Busan and Daegu, the economic revival of whole cities is important, I think it’s time to show their power of concentration to grow as global cities by setting strategic priority on revival of old urban center with effective policies for this, and especially, by discussing with whole citizens about how city’s contents should be constituted for desirable revival of city’s Central Business District(CBD), and by cooperating with central government to make city’s contents complex and advanced, centered with old urban center as soon as possible and in manner of epoch-making. So, I think that, at first, after setting up concept of revival of urban center, based on this, general conceptual design should be done first to develop city’s contents.
