한국의 민주화운동과 ‘3.1운동 기억’: 4.19혁명에서 6월항쟁까지

국문 초록

1960년 4.19혁명 이후 오랫동안 한국 사회에서는 3.1운동과 4.19혁명을 두 축으로 하여 여기에 한국근현대사의 중요 사건들을 연결시키는 ‘계보 학적 역사인식’이 강조되었다. 5.16쿠데타로 권력을 잡은 박정희 정권도 3.1운동의 계보학을 수용한 듯하였으나, 사실 이를 완전히 거꾸로 전유하여 3.1운동과 4.19혁명의 한계를 극복하기 위해 5.16쿠데타와 10월유신이 필요하다는 주장을 펼쳤다. 반면 민주화운동 세력 역시 3.1운동의 계보 학을 적극 활용하여 박정희 정권의 독재에 맞섰 다. 민주화운동에서 3.1운동의 계보학은 자랑스 럽고 성공적인 역사이며 반드시 계승, 발전시켜야 할 자산으로서 ‘동학농민전쟁-3.1운동-광주학 생운동-4.19혁명’을 위치 짓고, 대신 5.16쿠데타와 10월유신을 완전히 부정, 배제하였다. 1980년대는 두 가지 측면에서 1960~70년대의 3.1운동 기억, 특히 3.1운동의 계보학이 계속 이어 졌다. 헌법개정 과정에서 3.1운동의 계보학이 여전히 중시되어 현행헌법의 헌법전문에 반영되었 다. 또한 3.1운동의 계보학은 1987년 6월항쟁에 이르기까지 민주화운동의 정통성, 당위성, 자신감 등을 표현하는 일종의 관용구로서 계속 활용 되었다. 하지만 오랫동안 3.1운동의 상징처럼 중시되었던 ‘민족대표 33인’과 ‘대한민국임시정부’ 에 대한 비판적 평가가 확산되자 학생운동에서 3.1운동의 의미와 위상은 점차 약화되었다.

영문 초록

Since the April 19th Revolution in 1960, in Korean society, ‘genealogical historical awareness’ that connects important events of modern Korean history with this has long been emphasized with the March 1st Movement and the April 19th Revolution as two axes. Park Chung-Hee Regime, which seized the power with the May 16th Coup d etat, too, seemed to accept the genealogy of the March 1st Movement, but in fact, it argued that the May 16th Coup d etat and the October Yushin would be needed to overcome the limitations of the March 1st Movement and the April 19th Revolution, appropriating this, quite inversely. On the other hand, the force of democratization movements, too, stood against the dictatorship of the Park Chung-Hee Regime, actively utilizing the genealogy of the March 1st Movement. In the 1980s, it continued the memory of the March 1st Movement in the 1960s and 1970s, especially, the genealogy of the March 1st Movement from two perspectives. In the process of Constitutional Reform, importance was still attached to the genealogy of the March 1st Movement, and it was reflected in the Preamble to the present Constitution. In addition, its genealogy has been utilized continuously as a kind of an idiom expressing the legitimacy, justice and confidence of democratization movements till the June Uprising in 1987.
