경찰의 과학수사 전문인력 양성방안

국문 초록

최근 범죄는 광역화, 지능화, 다양화되고 있으며 그 수법 역시 나날이 발전하고 있다. 이러한 범죄수법에 맞춰 과학적 지식과 장비 등 수사기법도 함께 발전하고 있는 추세이다. 이러한 과학수사의 발전은 경찰의 수사에 큰 역할을 하고 있다. 또한 사법 환경이 공판중심주의로 변화하며 과학수사를 통한 물적 증거의 활용이 늘어나고 있다. 그러나 이러한 발전에도 불구하고 현재 경찰의 과학수사에는 다양한 문제점이 제기되고 있다. 이에 따라 경찰청은 2013년부터 과학수사요원의 특별채용을 실시하고 있으며, 경찰수사연수원도 전문화교육을 위해 과학수사관련 프로그램을 실시하고 있다. 그러나 과학수사요원의 특별채용기준이 과학수사 전문지식과는 거리가 있는 자연과학과 법과학 지식을 요구하거나 채용 후 그에 맞 는 전문교육이 이루어지지 않고 있으므로 현장즉시투입으로 과학수사에 대한 긍정적 효과를 기대했던 것과는 달리 현장훼손 등 현장투입으로 인하여 어려움이 발생하게 되었다. 교육훈련 역시 적은 교육 횟수 와 이론교육에 치중한 실습교육 의 부족 등의 문제점이 발생한다. 이에 본 연구는 과학수사 전문 인력 확충방안으로 과학수사요원 특별채용과 교육훈련의 문제점을 분석하고 이에 대한 개선방안을 제시하였다.

영문 초록

Recently, crime has become wide - ranging, intelligent, and diversified, and the technique has been developing day by day. Scientific knowledge and equipment, such as investigation methods, are also developing along with these crime methods. The development of these scientific investigations has played a major role in police investigations. In addition, the judicial environment is changed to trials, and the use of physical evidence through scientific investigation is increasing. Despite these developments, however, various problems are now being raised in the police investigation. As a result, the National Police Agency has been hiring special investigators for special investigations since 2013, and the Police Investigation and Training Institute is also conducting programs related to scientific investigation for specialized education. However, since the special recruitment criteria of scientific investigators are not required to have knowledge of natural sciences and forensic science, which is distant from the expertise of scientific investigation, In addition, difficulties have arisen due to site input such as site damage. Education and training also have problems such as low number of education and lack of practical education focused on theoretical education. Therefore, this study analyzes the problems of special recruitment and training of scientific investigators as a way to expand the expertise of scientific investigation experts and suggests ways to improve them.
