영문 초록

The purpose of this research is to analyze the role and function of the minor matters alteration procedures in the field of urban planning, pre-evaluate the limitations of system, and to propose the improvement. The minor matters alteration procedure are administrative acts in urban planning which allow fast track process of omitting general statutory steps for urban planning. In spite of the fact that the minor matters alteration procedures apply to a variety of urban planning processes, such as Urban Planning Facilities, Zoning, Rehabilitation Planning, District-Unit Plan, there have been little in-depth researches on the procedures. Considering the significance of the procedures that have the potential to affect urban management at a wide scale, the subject of minor matters alteration procedures deserves close scrutiny for possible improvement. This paper provides problems from the minor matter alteration procedures in legitimacy, understandability, executability. A different range of the minor matters to be delegated to the Mayor/head of Si/Gun/Gu, limitless alteration of scale of urban planning facilities can cause confusion. The entangled urban planning between minor matters and serious matters especially in District-Unit Plan and no regulation on alteration of specific parts of the already-determined urban planning facilities should be required to be revised and embodied. The minor matters alteration procedures further require a detailed and elaborate study to settle as a considerably reasonable institution for urban planning and management.
