국문 초록

사회복지전달체계의 변화는 지역 중심의 통합서비스 실현을 위한 민관협력과 지역 중심의 복지거버넌스 (welfare governance) 구도로 발전하여 왔다. 본 연구에서는 복지전달체계 개편과 통합서비스 체계 구축으로 나타나는 지방정부 복지거버넌스를 고찰하고, 일본 지역포괄지원센터의 시사점을 파악하였으며, 한국적인 사례관리 모델에 따라 통합사례관리의 특성을 파악하였다. 지방자치단체를 중심으로 추진중인 통합사례관 리는 사회복지법령에 근거한 활동으로, 사례관리 거점 지정에 따른 핵심적 과정은 ‘연계’ 기능이며, 이에 따른 지방자치단체의 과제는 추진 체계 및 대상과 서비스 수준에 따른 통합사례관리 유형화 방안 등이다. 이에 지방자치단체가 추진하는 통합사례관리는 지방정부 복지거버넌스를 특성화 하므로 지역 중심 통 합사례관리 유형화와 방향성을 제언하였다.

영문 초록

The purpose of this study is to consider the process of revising local governments’ welfare governance and social welfare delivery system and suggest the implementation system and directivity of integrated case management. To attain the goal, the study examined the process of political changes and Korean-style case management models and analyzed Japan’s welfare governance and cases of local inclusive support centers. According to the research results, in Korea’s local welfare governance, Integrated case management should perform the function of social care centering around the local government, the service provider, and it is the function that strengthens the function of ‘linkage’ through a public-private partnership network. With regard to this, what Japan’s care management suggests to us is the teamwork among social workers, care managers, and nursing work force to provide support with preventive services for the aged with mild symptoms. Therefore, this paper will suggest the issues and directivity regarding how to build a public-private cooperative integrated case management service delivery system at the level of local welfare governance as written below: Integrated case management conducted by a local government is the activity of law enforcement, and it is needed to categorize the methods of case management according to the classification of subjects of welfare and strengthen its preventive function. Moreover, regarding the characteristics of integrated case management seen through Korean-style case management models, each individual model should strengthen the function to support the ‘linkage’.
