연립방정식 모형을 활용한 사회복지지출과 조세여력의 추정

국문 초록

본 연구는 사회복지지출과 조세수입 간 내생적 관계를 전제로 적정사회복지지출과 적정조세부담률을 추정하는 연립방정식 모형을 구축하고, 이를 통해 한국을 포함한 OECD 주요 복지국가들의 복지지출확대와 재정여력에 대한 최근의 논쟁을 실증하였다. 분석결과, 높은 조세 및 복지수준의 북유럽 국가들은 복지를 추가적으로 확대할 여지가 있는 데 반해, 자유주의형 복지국가들은 조세부담은 낮은 데 반해 복지부담의 예측 정도가 높아 복지확대전략의 성공가능성은 낮은 것으로 조사되었다. 한편 조사대상 국가들의 평균적인 경향을 고려할 때 우리나라는 복지지출 뿐 아니라 조세수준에 있어 복지확대와 증세전략의 성공가능성이 상대적으로 높은 것으로 나타났다. 다만 우리나라는 납부하는 세금에 비해 복지의 형태로 환원되는 편익의 양이 현저히 낮아, 최근의 증세개혁이 복지확대와 연동하지 않을 경우 상당한 정치적 저항에 직면할 수 있다.

영문 초록

This study built a simultaneous equation model to estimate optimal social expenditures and optimal taxation on the premise of endogeneity between social expenditures and tax revenues and demonstrated a recent argument about the expansion of welfare expenditures and tax capacity among the main OECD welfare states including South Korea. The analysis results show that the northern European countries of high tax and welfare level had a room to expand welfare additionally and that liberal welfare states had a low possibility of succeeding with the welfare expansion strategy due to the low burdens and the high prediction level of welfare expenditures. Considering the average trend of the subject countries, South Korea had a relatively higher possibility of succeeding with the welfare expansion and increased taxation strategies at the level of taxation as well as welfare expenditures. In South Korea, however, the benefits translated into the forms of welfare are markedly lower than the paid taxes, which means that there can be considerable political resistance when a tax increase reform is not linked with the expansion of welfare.
