국문 초록

한국의 역사상 지금보다 공중(Public)과 공중의 역할에 대해 심도 깊게 토론하며 실제로 공중이 다양한 이슈에 빠르게 대응해 목소리를 내며 그 영향력을 행사한 시기는 없어 보인다. 1987년 민주화 운동 이후 권위적인 군사정권의 점진적인 해체와 시민 단체의 양적 및 질적 성장을 통해 한국의 민주주의는 괄목할만한 발전을 이루었다. 또한 1997년 경제위기를 거치면서 한국사회는 물질적인 부를 얻기 위해 치열하게 경쟁하며 자신의 실리를 가장 우선시하는 개인주의 사회로 변화하고 있다. 더욱이 21세기에 접어들어 인터넷과 같은 정보통신 기술의 발달에 보다 빨리 적응한 젊은 세대들이 자신의 의견을 쏟아내면서 공중은 그 연령, 유형, 그리고 역할에 있어서 광범위해지고 다양해졌다. 한편, 이러한 상황에서 공중은 소통의 노력을 하기보다 자신이 속한 집단이나 단체의 이익이 먼저 정책에 반영되게 하기 위해 여러 가지 전략을 사용하며 경합을 벌이고 있다. 이에 연구자는 우리보다 먼저 개인주의에 기초한 민주주의와 자본주의가 발달한 미국에서 공중에 대해 심도 있게 논의했던 리프먼과 듀이의 논쟁을 철학적으로 검토해보고, 학생들에게 자신의 지성을 사용하여 민주적 시민이 되도록 교육해야 하는 필요성을 느끼는 오늘날의 한국교육에 어떠한 의미와 시사점을 줄 수 있는지 살펴보고자 한다. 특히 연구자는 당시 미국사회가 직면한 공중의 문제를 진단한 정치평론가 리프먼보다 공중이 처한 상황을 더 깊이 들여다보며 그 문제를 풀어가고자 노력했던 철학자이며 교육자였던 듀이의 입장에서 논의를 전개할 것이다.

영문 초록

This study presents a philosophical examination of the Lippmann and Dewey debate on the public and its significance for contemporary Korean schools. In so doing, this paper attempts to defend Dewey who was a philosopher and thoughtfully examines the popular Journalist Lippmann’s analysis and criticism of the public in modern civilization. This study then describes what Dewey would have Korean schools do in terms of helping students become an educated public. During much of the first half of the twentieth century Lippmann and Dewey vied with one another to be the voice of modern American liberalism. Interestingly, with the agreeable analysis that the public is in eclipse, the journalist goes further down a skeptical road by claiming that it is a mere phantom. The philosopher, however, chooses a more optimistic way turning not only to look harder at present conditions but to find out ways in which the public may be revived. Most of all, what Dewey sought in his theory of democracy was to encourage the citizen to become part of an active and intelligent public, not a passive and ignorant mass. Therefore, there is no doubt that the education of the public, for Dewey, is of great importance. In other words, the educational thought of Dewey is centered on how we understand public education in modern democratic societies such as Korea. The essay concludes that students in Dewey’s school will have an opportunity to investigate contemporary social issues and problems, share their findings, and communicate them with others to become effective members of a democratic society.
