국문 초록

  2005. 1월 「사회기반시설에 대한 민간투자법」이 개정됨에 따라, 그동안 민간투자시설 자체 수익만으로는 투자비 회수가 어려워 민자대상시설에 포함하지 않았던 공공교육시설, 아동보육시설, 노인요양시설, 의료복지시설, 군인아파트, 환경시설, 임대아파트 등 7개 시설도 BTL 방식으로 민간자본투자건설이 가능해 졌다. 공공교육시설을 대상으로 하는 민자사업은 민간부문의 효율을 활용할 수 있다는 장점은 있으나 학교부지 안에 학교시설과 더불어 민간의 수익창출을 위해 다양한 수익용 상업시설을 포함하는 복합시설군(Bundling) 개발이 필요하기 때문에 민자대상 프로젝트 선정 시, 경제적 측면뿐만 아니라 교육환경 훼손 여부에 관한 적극적 검토가 필요하다는 지적이 지속적으로 증가되어 왔다. 최근 일부 건설업체는 BTL 사업의 수익성 확보 차원에서 학교부지 안에 수익용 시설의 건축이필요하다고 주장하고 있다.
  본 연구의 목적은 공공교육시설 중 국립대학교 시설을 민자유치방식으로 공급함에 있어, 교육환경 관련 법제도와 학교시설 의사 결정자의 선호를 반영하여 학교부지 안에 건설할 수 있는 수익용 상업시설군의 범위를 제시하는데 있다.

영문 초록

  The Korean government has initiated private investment in the Social Overhead Capital(SOC) as an alternative way of public sector finance delivery in the late 1990s. Build-Transfer-Lease(BTL), a new type of project financing, was included in the government-driven projects in such a direct relation to the welfare facilities as education , culture in 2005. BTL is executed to a sort of project, in which a rental fee from final users does not guarantee a certain degree of profit. As a result, the government pays the rent for an elucidated period of time to ensure the profit of private investors according to the project rate of return. Recently, a number of constructors have concern with building commercial facilities in the BTL educational facilities to secure certain amount of profit. Many school administrative members and students are afraid of harming healthy educational environment in case where commercial facilities are built in the school boundary.
  The main objective of this research is to suggest the facility bundling boundary to be constructed in the university school areas in use of BTL method. In order to meet the research objective, the research review the School Sanitary Law and Higher Education Law. As well, the universities facilities that have been built with the private funds were investigated to identify what facilities are well adopted in university school areas.
