국문 초록

  본 연구는 전 세계 208개 국가를 대상으로 1970년부터 2004년까지 5년 단위로 국가단위 패널자료를 구축하여 교육투자가 경제성장에 미치는 효과를 실증적으로 규명하는 데 그 목적이 있다. Harbison-Myers(1964)는 복합지수를 개발하여 교육과 경제성장의 상관관계를 설명하고자 하였으나 횡단자료의 제한점으로 인해 인과관계 규명이 어려웠다. 이러한 제한점을 개선하기 위해 본 연구는 국가단위 패널자료를 사용하여 시간의 경과에 따른 동태적 변화를 분석하였으며 개별 국가의 고유효과로 인해 발생하는 모수의 편의(bias)문제를 해결할 수 있었다.
  패널자료 분석결과, 교육발전지표를 반영하는 복합지수가 OLS에서 계산된 값보다 감소하였다. 그러나 고정효과와 임의효과 회귀모형 모두 복합지수의 회귀계수가 유의미한 양의 값을 제공함에 따라 교육이 경제성장에 긍정적인 영향을 미치는 것으로 밝혀졌다. 이러한 연구결과는 교육을 통한 인적자원개발과 교육투자가 국가적 차원에서 장기적으로 이루어졌을 때 경제성장에 미치는 순수한 영향력을 확인했다는 점에서 의미가 있다.

영문 초록

  This study is designed to empirically analyze the effect of educational investment on economic growth through the establishment of panel data which include 208 countries in the world on a regular basis of every five years from 1970 to 2004. Harbison-Myers(1964) created composite index and attempted to explain correlation between education and economic growth; however, their study made it difficult to prove causality between two variables due to the limitations of cross-sectional data. In order to overcome those limitations, the study employed panel approach based on cross-country data in that panel data analysis helps to observe dynamic change during the given period and resolve the bias of parameters, which are often caused by individual effects of each country.
  The finding is that the size of composite index reflecting the level of educational investment was found smaller than when calculated by using OLS. On the other hand, the coefficients of composite index proved significantly positive in terms of both fixed and random effects. From those results, it can be concluded that education still has a positive effect on economic growth even after other variables are controlled. The study plays a critical role in finding the net effect of education on economic growth and also adds an insightful implication to the long-held notion that human capital development requires a national long-term plan.
