가구특성에 따른 국민임대주택단지의 혼합방안 선호도 차이 - 남양주별내와 고양삼송국민임대주택단지를 중심으로

국문 초록

  국민임대주택단지는 과거 영구ㆍ공공임대주택정책과는 달리 단지내에 임대주택과 분양주택을 혼합하여 조성토록 하고 있다. 이와 같은 현상에 따라 양 주택사이에서는 계층별 혼합현상과 분화현상이 나타날 것으로 예상된다. 이러한 현상은 각 가구의 특성에 따라 나타나는 현상이 구분될 것이다.
  본 연구의 목적은 각각의 혼합방안과 비율을 선택하는 국민임대주택 수요자들의 특성을 파악하는 것이다. 그 결과, 국민임대주택에 입주의사가 있는 응답자의 경우 40세의 이상의 가구와 차가가구가 직접혼합단지를 선택할 확률이 높고, 현재 공동주택 거주하는 응답자와 소득이 많은 가구는 간접적혼합단지를 선택하는 것으로 나타났다. 일반분양주택에 입주의사가 있는 응답자의 경우, 가구주의 연령이 높을수록 간접적 혼합단지를 선택할 확률이 높게 나타나고 있어 임대주택입주 응답자와는 다른 양상을 보이고 있다. 이미 국민임대주택단지에 입주한 응답자의 경우 가구주의 직장유무에 따라 직접혼합단지를 선택할 확률에 영향을 미치고 있는 것으로 나타났다.

영문 초록

  As a result of governmental drive to expand the provision of public housing, several large scale developments are being planned in the Seoul metropolitan area. These developments are required to contain a certain portion of public housing in the development sites. In these developments, they have been haunting tasks how to alleviate segregation of low income families residing in public housing and how to achieve social mix between the residents in public housing and in private housing. Related to this issue of social mix, there are three urgent questions to be answered to proceed the planning of the developments. One is how to physically mix public housing and private housing in high-rise apartment developments. Another is whether private rental housing would be functioning as a buffer between public housing and private housing. The other is what portion of public housing is most appropriate to alleviate segregation and to achieve social mix.
  This study conducted a survey of three groups including the residents in the existing public housing developments, expected residents in the newly planned public housing developments, and expected home buyers in the developments. The survey results indicate that preferences on the mixing types of public housing and private housing are diversified in all groups of respondents, even though separated complexes of public housing and private housing are mostly preferred. Also, logit analyses on determining factors of preferences on three sets of alternatives indicate that each group has different preference structure. One important policy implication from this study is that various alternatives on social mix should be tried to satisfy diversified preferences of the expected residents in the developments.
